The "Alternative Polizeikongress" in Hamburg offered various topics and debate regarding security, surveillance, crime (white collar crime) and policy. The clip above is the congress starting point and centers main toughts as well as impulses which were picked up in a lot of discussions during the event.
Jan Philipp Albrecht (the organizer) mentioned at the beginning: "Bei der Bekämpfung grenzüberschreitender Kriminalität stehen einige
zehntausend Euro für gemeinsame Ermittlungsteams der Polizeibehörden
Milliarden Euro gegenüber, die für die Einführung der Überwachung von
Fluggästen und die Überwachung der Außengrenzen ausgegeben werden." In short: He crititizes the surveillance policy by the police of various institutions which leads to a financial disorder between fields of work. Moreover it indicates the different priority of work areas which might as well include the imperative to offer a new understanding of how security policy or so called homeland security has to be formed.
